Radio is the only reason why the song wasn't a bigger hit. Radio airplay would have helped the song sell more, but after they played Birthday and nothing happened, radios were hesitant to play another Katy single + there was some radio backlash for not making Walking on Air a single or something lame, idk.
But radio didn't not play TIHWD because it was unsuccessful, it was unsuccessful because radio didn't play it. The fact that it had far less airplay than Unconditionally and Birthday, yet managed to outsell Birthday and outstream (including Spotify, just the audio, so people can't say "it was the video!") them both says a lot.
Honestly, it gets a lot of hate, and I can understand why it wouldn't be everyone's favourite song. But there are tons of ****** songs that actually see mad success. Just look at Bad Blood. If radio had given TIHWD a chance, no matter how **** you think the song is, it could have been another Top 10 hit for Katy. Basically the WUIV of the era after Birthday's ToY.
