Those are two different charts. There's the dance / electronic songs chart which started this year based on the most popular dance songs on the Billboard Hot 100 (Work Bitch is not topping that chart for obvious reasons ).

The thing is that if the single doesn't do anything they must release a new single at least by the end of october / early November. Do you want them to wait until Work B is out of the Hot 100? That would be terrible for the album sales. They need a song doing something on the charts that's why they had to rush-release TTWE when HIAM was falling like a rock.
