Use the Polygon Lasso Tool. Select around Britney's body. CTRL+J- this should make a new layer with just a cut-out of Britney's body.
Make two animation frames. Select the first frame. On the first frame, make the cut out layer invisible. Select the second animation frame. On the second frame make the cut-out layer visible and use the Move Tool to move the pic over a little until you get the desired effect. Make sure there is "no delay" (or 0.00 secs) on the frame speed and that the animation is looped on "forever." Save For Web as a GIF. Upload to Tumblr. Profit.
