At the time, the label decided to forego a physical single release (probably to prop up what would be a more profitable platinum Austin Powers soundtrack) so the song charted purely on airplay points. Since the decision to allow airplay-only songs onto the Hot 100 only kicked off less than a year before Beautiful Stranger's time, the chart probably still weighed more heavily in favor of single sales. It was considered very impressive to chart that high on radio play alone, though.
