for the year maybe not, but i think she has to have been at least nominated at some point in time
if that's not the case then i'd support her performing, but it makes sense to have been nominated in the past and she ends up being a performer, it makes no sense to have no record with the Grammys yet they say "oh it's okay you can perform" that sounds like they'd be contradicting themselves.
