She's certainly an R&B legend and I would say vocal legend given her influence on a variety of singers. Someone recently told me Brandy fans tend to be musically inclined and I find that to be true.
I would say she definitely hit icon level around 1997-98. She was dominating in every imaginable field -- she had music, movies, TV, endorsements, her own dolls FFS. She was really everywhere and huge.
