Blackground is the one who took JoJo to court I believe. So it's a piece of paper saying that Blackground will agree to drop the lawsuit to keep her. Correct me if I'm wrong.

You're completely wrong. JoJo took Blackground to court because she wanted to be free, as Blackground haven't put out her album in 7 years. JoJo is the one who also agreed to drop the case, probably because they settled on an agreement with Blackground, one that could involve her being free to transferring to another label. The Stipulation of Discontinuance means the parties CAME TO AN AGREEMENT and both agreed that this case is OVER and the court doesn't need to continue solving it.
