Usher is not eligible for R&B Album. R&B Album is for pure R&B, while Urban Contemporary is must contain 50% of R&B music

Since the inception of Best Contemporary R&B Album, Usher has always submitted there, and Best Urban Contemporary Album is just a redux of Best Contemporary R&B Album. Usher submitted in the right place. Submitting to R&B Album would have been category fraud.
