I don't think people are against this because it's "flopping." It just wasn't what anyone wanted. It's a weak single choice. Everyone wanted New Romantics. I preferred NR or Wonderland or AYHTDWS. OOTW doesn't scream hit but it will obviously be a hit based on Taylor's name.

Nah, Katy's songs were from a recent re-release, and Prism only had 5 singles. This album is over a year old, and the bonus tracks have been available since release. If she released a deluxe edition with new songs before the end of 2015 (no one does anymore), then there would be a Katy comparison.
"I Know Places" is the other single-worthy one, but radio has its ballad right now with Adele. It's rare for Pop to spin more than one big female ballad at a time post-2008.
That this won't be number one on Billboard only has to do with timing and the fact that it's not a remix or a new song. People have moved on, and the audience that would buy it have probably bought it, and that goes for every other song on 1989. They'll be interested again after she takes a break.
