I usually talk people into letting me using money orders check or debit. Paypal is only safe if you know that you're the only one going to use your computer because someone can charge alot of crap to it. If you are then it's perfectly fine.
What exactly do you need help with on there? Buying on EBay? Transferring money to your Bank Account? Sending money? You have to be more specific fool.

Is your bank account linked to your paypal account already?
I just put in my account number and route number or whatever, now it says :
