The only way GYC could still be ahead of WMYB is if Billboard changed the formula so that sales count less relative to airplay (both songs had nearly identical streaming points).

GYC didn't have a 5k streaming lead, it was 50k. 660,000 to 610,000. The ratio between sales and airplay is the same, it was just streaming added which reduces the influence of sales & airplay.

But I can't believe streaming would count more than sales+airplay combined though:

If ratio between sales and airplay really remained the same, it implies 1 stream = 1 digitial download!

The week is probably the best time for Gotye to get #1.

I think it's somewhere around 10 streams = 1 download. Let's look at the Bieber thing from last week:

Boyfriend: 521k sales + 40 million AI BDS + 0 streaming = 561 points

We Are Young: 360k sales + 103 million AI BDS + 1.1 million streams (=110k sales) = 573 points

Billboard did say it was close...but I think using this ratio, WMYB would slightly edge out GYC. So nobody really knows, it's somewhere around there tho.

there is also passive streaming (which according to Billboard is weighted about half of on-demand streaming).

So, I feel like it's important to note that it doesn't just look like iTunes rounded their numbers. I believe they actually altered their entire formula and changed the rolling window, because percentages are fluctuating very unusually. I would just take the leads and numbers with a grain of salt and not compare them to percentages in the past.
