Nothing related to X-Men, Fantastic Four, or Spider-Man can be in the Marvel Studios films for now.

That includes Storm.

Also includes Galactus which is super disappointing because he's the third best villain to Ultron and Thanos.

Scarlett Witch and Quicksilver are only in both because they're considered a part of 'both' properties - there's like a weird loophole with them. But they can't call them mutants and can't refer to their father (Magneto).
