I really think Katy originally planned more singles from PRISM, but due to the underperfornance of Birthday & TIHWD, they decided to re-evaluate things. It ties in with the claim the era would last 2 years & when the tour ends.
They said over the course of two years. The era started in August 2013 with Roar and ended in February 2015 with the Superbowl performance so that's not that bad.
And if they actually wanted to release more singles and keep things going Katy probably would have performed TIHWD at least once and given Birthday more attention than a Skyped in performance from her tour at the BBMAs. I don't think those two singles are as major underperformances as some people (mostly Lady Gaga stans and other haters) try to make them seem.

Fair enough. It just seems like a waste when there's at least one more obvious single choice on there (Legendary Lovers). Oh well. Hopefully she rests for a bit & doesn't release the new lead single until she's completely ready. She must be exhausted.
