+1 circus sold 3.7m combine when it left that chart (top 40). The album kept selling since then. 4m is a more understandable figure for circus. Same to blackout which is even a good seller (selling over 100k in the USA alone from 2008 - 2012). 3m should be its figure.
I have no source and I won't do any breakdown but below are what I think those album sales:
1. BOMT: 26m - 28m (shipped 30m)
2. OIDIA: 22m-23m
3. Britney: 11m-12m
4. ITZ: 8m-8.5m
5. GH:MP: 7m-8m (Britney best catalog seller)
6. Blackout: 3m
7. Circus: 4m
8. TSC: 750k-1m (great catalog seller too)
9. FF: 1.9m-2m
10. BJ: 650k-700k
11. Other: 1m
