What was going through Epic's collective mind when they decided not to submit 5H to BNA?

I don't think submitting before makes you ineligible. Obviously if you get nominated on your first submission, it would make you ineligible, but I can imagine you're able to submit multiple times provided that you meet the criteria both times (which 5H does, as both an EP release and a debut album release can be considered the "start" of their musical career).
