Since streaming has become a factor it seems the exact opposite lol. Without streaming Problem would have debuted #1 and Stay With Me would have went #1 last week. Counting Stars may have even snuck a week at #1 as well but Timber was dominating in streaming at the time. I just find it annoying that Stay With Me is #1 on airplay sales and on-demand this week and may miss the #1 spot due to Vevo

Erm, I don't think Billboard makes songs #1 just cuz the magazine editors like them.

They can, of course, change rules after the charting week's already begun/ended. And, for example, steal away a #1 album from Britney.
