They don't need to. An artist can merely record themselves on their iPhone singing the song, upload it to their VEVO, and it would count.

Most artists/songs would only get a few hundred thousand views on Youtube for that kind of video, so it's not worth worrying about as it won't make much difference.

Having 5 actual proper music videos that were different and professionally made for the same song would actually make a difference, but it wouldn't be a guaranteed #1 by any means, it wouldn't even guarantee top 40s for most artists.

I don't know the specifics about H.O.L.Y but I assume its video streams are way less than what Fergie is doing rn. Also, IIRC, country radio was not too hot about the song at its initial release. If anything, H.O.L.Y must be selling way higher numbers.
