Tony is pro-reg, always has been comics-wise and MCU-wise. Since the battle of New York Tony has been growing obsessed with global threats, thats why he made Ultron. He didn't want to give his suit to the government, but holding heroes accountable is different.
Scarlet Witch made her information public, so she has nothing to hide. Makes sense that she would be pro-reg
Rhodey is Team Tony
Vision is JARVIS
and Spidey is poor.
Cap believes in freedom and personal rights, so he's anti-reg
Clint has a family to protect.
Wanda has been a government experiment all her life, so obviously she wouldn't be pro-reg.
