But why is the tour underperforming though? Could it be lack of promo? The tour was announced too early especially at the time where there was no album out. Maybe starting in April (the album was already out by then) would have been better.

Yeah I'm not one to use the no promo excuse but she had absolutely nothing going on when the tour was announced and Work was still 2 months away. I'm not expecting back to back post-Super Bowl announcements but she should have at least had some sort of visibility that week
