I honestly think there should be some sort of rule implemented to account for discounts on the Hot 100. Given the tragic sales climate, a song that's half the price but selling well isn't nearly as impressive as a song that's full price and selling almost as well.

Also, a bunch of the albums on iTunes are discounted too. Sia's album was already $7.99 or something to begin with, but now it's $5.99. It's literally less than half the price (42 percent) of Dangerous Woman, and that's the only reason it's outselling it.
