Ok I just checked and the last #2 debut that stayed there was in 1998 by Celine Dion and R. Kelly. They spent 5 weeks at #1.
Before then almost all of the #1 debuts spent multiple weeks at #1. That's because Billboard has a rule that songs couldn't chart based on airplay alone. So what artists did was send their songs to the radio months before physical release. That way airplay was really high, so it was relatively easy to debut at #1 and stay there.
After that you had people like Kelly and Rihanna who debuted in the 90s based on airplay alone then jumped to #1. Which is what POM almost did.
Since then, Britney in 2009 was the first non-American Idol to debut @#1 since the rule change. It's only lately become possible to debut at #1 with the emergance of high digital sales. Gaga and Katy will be the only artists to spend multiple weeks after a #1 debut since the rule change.
