Well... what is there to say?
Kyogre was introduced as the mascot of Sapphire version and started his tyrannical reign s the King of Ubers. For three long generations she reigned (and rained) over the tier, causing her to centralise and divide. She was so fearsome and omnipresent that niche counters like Shedinja started picking up usage just because of this thing. Watch the Pokémon Origins episode about her to see what the games can't illustrate. Though her grip started fading beforehand, it took a primal reversion and ability literally designed to nerf her to knock her off the pedestal. Leyenda.
