So? What's your point? I mean, she hasn't #1's in the US since the BOMT era but she has a lot of #1 worldwide. At least for every album she has a hit number one worldwide for sure, so

2nd: the sales went down and you know it, aside Nelly Furtado & Justin Timberlake with help of Timbaland. no one has surpassed 6M mark by albums released from 2006 til now

I agree that this year hits are SIR,TSE,Umbrella etc
but in 2010 everyone will remember Girlfriend as:
the catchiest song of that year
or the moment Avril Killed her career
and when they hear SIR they will be like "OH NO turn off the radio, that song is too old, and boring,lets play "I'm Da Bitch" by Britney 
who remembers and sing whenever wherever by shakira, turn off the lights by nelly, no one, but everyone remember BOMT by BS & GIAB by CA & Complicated by AL, girlfriend will be in that place with a bunch of song, while SIR and TSE won't
