What makes a song "worthy" of being #1?

A No.1 song has to be instantly recognizable. Comparing just the Kelly Clarkson song and ''Part of me'' - Kelly's song builds up into an amazing, anthem-like chorus, her vocals are amazing and powerful while ''Part of Me'' stagnates, it's vocally bland and generic in spite of its strong message.

Don't get me wrong, I love Katy and this song will be on my player, but it's not her best work. All her six No. 1 have been different and amazing. This one just doesn't do it for me.

Dressin' Up is always giving me "Dress You Up" and and "Into the Groove" teas. The guitar rifs used in Dressin' are strangely similar to the ones used in Dress You Up, not even mentioning the chorus. And we know DYU was in Katys mind when she wrote songs for TD. Tbh I dont want another EY/BTW situation.

They said this is the tracklist for TD:TCC according to Amazon. I don't see Dressin' Up on there. Does this mean it's not gonna be on the album?
