It ultimately depends on the music video, promo, and how much the generic public pays attention to her. By all means, the pre-chorus and chorus are enough for this to be something that any average dumb person would bop to. They would obviously be confused by the beginning, which is fine. It's definitely a grower for many, which is also fine. So was Applause, so was Bad Romance.
I relate this to Starships. Nonsensical lyrics for the sake of being fun, except Gaga is extremely weird, and that always shows in her songs. I hope this is a single at one point. I think it's worth the risk. To me, it might be the best thing she has ever created.
