I didn't say it was a solid conclusion, just a hypothesised explanation. E4 members are different in that they're just the most powerful trainers in a region but a gym leader is a little different in that they're really integrated within a city and sort of almost protect/look after the town.
Gym Leaders are different from E4 tho. They're meant to teach and help trainers through their battles by showcasing different skills and talents which the trainer should learn from. The E4 don't give a **** if you lose their battle. They just take the victory. They're not hired to teach you. Any gym that consistently loses challenges is shut down. They need to win in order to teach trainers. Not everyone should pass first try.
As for Rattata, Gumshoos is based off a detective. So it's likely that Rattata will be based off criminals; particularly as the description says Raticate are their boss. That alone fits the evil type.
