getback, if you can, you should attend. You're already at a disadvantage by not living on campus because usually that's where you make all your friends even if you aren't trying.

Some of my best friends now are people I lived with on the same floor my freshman year of college because everyone is most eager to meet new people then. I'm sure you'll be fine though and meet people in class.

If you can, study abroad though. Sometimes you can find programs through your school that aren't expensive (or outside of school like I did and paid less for my semester abroad in Madrid and had the credits transferred).

I didn't make any friend living on campus at all while I was at college the guys in my floor were all rude, obnoxious white guys and I had a hard time trying to understand half of what they're saying I met all my friends in class because of group assignments

in Canada, college is different from university.
college => for 2 years diplomas
university => for 4 years bachelor degrees and beyond

of course some colleges have bachelor programs, and some universities have diploma programs, but that's not common.
I studied in college and have a diploma, and now I transfer to university to get a bachelor degree. I still have to study whole 4 years in university tho because I change from business in college to science in university

I always forget in the US college and university are the same

you can go to either college or university straight from high school, it depends on your academic goal
CEGEP is like A-level in UK, right?
