By The Grace of God is her best shot since Thinking of You for a win, tbqh. Teenage Dream, the song, is a close second. I'm not overly surprised anything else she done has failed to connect.

It's actually a massive amount of people who can vote. Anyone who has credits of any kind on at least 6 commercially released songs can become a voting member of The Academy.
Katy probably votes every year.
It took Madonna 15 years to win a Grammy for actual music, it's irrelevant to memorability.
