I think that what most people are saying is that it's fine when that's the b plot, not when its taking over multiple episodes.
The great thing about Season 1 was that it balanced it well, we had all of this focus on other characters histories but the main story was always about advancing the core group's storyline. That's why Dreamcatcher was an excellent throwback. It was focusing on Regina and Emma while also showing us Violet and Henry (who lets be honest is barely an active role). It also linked that storyline with the main one through a twist like they used to (with Emma using it to manipulate him), which is what Once used to do regularly.
For me I like seeing other characters background arcs but unless they're planning on adding them to the core cast I don't need the focus on them. Why was I forced to sit through multiple episodes about Lily when she's been missing without mention or affect for the season afterwards.
On the flip side Cruella's worked because it directly had an affect on Emma and the Charming's relationship.
That's also the main complaint about the Frozen arc, aside form the fact it was obviously just brought in for ratings. That back story didn't actually do anything to serve the characters and had little to no affect for once their gone so you end up being left with what amounts to a detour into a dead end.
