It's pretty evident that she doesn't want to, and I can't really blame her. Watch Perfume's concert there and you'll see how DEAD it feels when you're not making full use of the venue like Kumi did. Utada's not exactly a spectacle, so Tokyo Dome wouldn't really be appropriate and would probably feel really cold despite obvious evidence that she'd be able to fill it.
I respect her for taking control of her life and doing what she wanted, even if I disagree with the overall outcome as a fan.
