I think he's talking about Diamond/Pearl/Platinum.

Only way you can get an Eevee in BW is by trade I believe. Plus there isn't any Trophy Garden in BW.

No, I'm playing Diamond right now. You obtain the National Pokédex after you have seen at least 150 Pokémon.

She gives you an Eevee, alright. Unfortunately not until you are in the possession of a National Pokédex.

I know, but you only have to talk to the girl to get one instead of getting through 20 Pokémon before seeing one.

Yeah, but it's a less pain in the ass than the 5% encountering rate in Trophy Garden. You probably need a Ditto for breeding it though.

I think breeding it would require a Ditto, yes. The only way for me to get a Ditto in Diamond is by trading.
I also think breeding an Eevee 7 times takes a lot more time.
