They don't, first term was about re-election, second term is about legacy and higher chance of the next President being from the Republican party.

She didn't know who it was, we only found out that she is Foxtail because the bodyguard said that "Foxtail on the move or something". If anything, Portia De Rossi's character set her up with Rowan and maybe is secretly part of B-613?
