Just for the sake of accuracy, that isn't saying that only 5% of people legally download music. It says that most music that is acquired digitally is done so illegally. If I download 1000 15 song albums worth of music illegally, and 750 people buy Katy Perry's new song Roar on iTunes, then 5% of the total music downloaded was done so legally but 99.9% of people legally purchased music.
