The explanation is that it's diminutive and not a nickname.
If that moderators don't find it to be against the rules, then they simply
don't.
+ it's become such a widely recognized, popular name for Gaga (in and out of ATRL) that trying to put a ban on it would seem ridiculous and a lot of extra work for something so insignificant. It doesn't harm or offend anyone, even her biggest fans use it.
