Well obviously, but by that logic anyone can sing, being a good singer is a talent.
Nobody is saying that because you know how to play Smell Like Teen Spirit's riff you are a talented musician, because even I can do that and is the first thing you learn, but composing music is not an easy thing to do.
Majority of the biggest classics ever are in fact "basic" in terms of musical structure but coming up with them is the hard task, not emulating them.
