Katy's slower tempo songs have never done as well as her uptempo songs. I don't think they'd ever release a song like this for her lead single knowing this. IKaG, California Gurls, and Roar all have loud memorable and catchy choruses. Rise is way too slow for a Katy lead.
If anything I think Rise may not have made the cut for her album, so Capitol figured why not give it to the Olympics and let Katy get back in the public eye for a bit before her actual lead. Rise is definitely not a smash, but I can see it holding somewhat well in the Top 10 for a few months with the olympics coming and airplay slowly growing
