Well you also gotta keep in mind that the teen pop movement had already been going on in Europe and Eastern Asia before BSB arrived. They actually struggled getting big in the U.S. because from '90-'96, it was all about R&B and Hip-Hop in the States while the rest of the world had no problem letting sugar-coated boy bands and girl groups take control of the charts.
Once the BSB blew up, *NSYNC showed up right when the teen pop phase was starting to blow up in America, so they fit right in. However, everywhere else, it had already been going on for years, so they really didn't need another addition when there was already a major wash in manufactured boy bands all over the globe.
