The reason why the owe more is two folded. 1. the ability to pay. This is the argument most Democrats make, they rightfully argue that 35%+ of a millionaire's income hurts them less than 35%+ of someone making $30,000/year.
The 2nd reason is that one way or another rich people could not have earned that without the government's investments. Democrats tend to avoid this argument, even if they believe it to be true. Obama practically made the argument in 2012 when he said the famous/infamous "you didn't build that!" which Romney took great advantage of and called it socialism. This is why Democrats stick with #1 despite #2 being justifiable reason in itself.
