HYNA doesn't have a label, period, so it's kind of hard to get anything out in a "timely" fashion. She's a lost victim of the industry with a song that attained some section during a year when hardly anyone in the j-industry was doing anything worthwhile.
Kyary, whether you like her or not, has been consistently unique and is bringing shibuya/harajuku fashion to a huge audience + re-invigorating the shibuya kei sound in the mainstream. If you don't like that, you probably don't like jpop for much more than "divas" and "bops," which the genre goes far deeper than. It's cool if you don't like her but you should at least register the cultural validity of what she's doing.
