Cassie likely swallowed Cage and Sonya, or they appear as costumes for her or some cameo (Sonya can easily be a costume for Cassie tbh). LK is likely in. Sindel, gone. Kitana, gone. Mileena, gone. Jax, gone. Baraka, probably a new tarkatan much different. Stryker, LOL. Kabal, gone. Ermac, I think he has a chance. Shang Tsung, cameo or maybe in the game. Sheeva, gone. Quan Chi coming back for sure. Jade, gone. NW, gone. Cyber Sub, gone. Smoke, maybe... probably just a cameo or gone. Sindel, gone. Kano, cameo. Sektor, gone. Cyrax, i think there's a good chance he'll be back. Especially if they wanna implement Nitara into the game (Plus the male vampire they've always been meaning to add).
So I guess that leaves: Scorp, SZ, Raiden, LK, Cyrax, Quan Chi for likely/guaranteed. And likely to return are Reptile, Smoke, JC, Ermac, Kano and/or Shang Tsung. Canon-wise, those are the only ones that would make sense.

If they plan on elaborating on the Black/Red Dragon stuff, expect a new leader alongside Kano. Perhaps Jarek or Mavado (Since Kabal is dead). Mavado would actually make a ton of sense, since they could play on the "he took on Kabal's hookswords in an effort to remind the folks of the fallen leader" or something like that.
A couple other Order/Chaosrealm people can come up to. Since Darrius and Dariou kinda flopped.
