I am not Gaga stan so I don't know this for sure, but I think Y&I was picked as a single because it sold the most copies after BTW album release. But it sold those copies just because it was promoted for the long time - even before BTW(-the song). Her team thought it sold so many copies because of the song itself so they picked it as a single.

Yeah, it did. I don't know about top 40 on the Hot 100. I'm talking about right before the release. It was definitely the best charting single but it was nowhere in the top 200 on iTunes at the time it was decided as a sinlge, and even after a few performances, it stalled for a bit until the video was released. It went back to the top 10 and got a little boost from the VMAs and that was that.
Doing well since radios have picked it up bigtime ! Jumped from #40 to #28 on Hot 100 this past week ! It's bouncing back great
It rebounded this week because Complete my Album sales affected it last week. Same happened with How to Love which was already dying and will almost certainly fall again next week. Whether it can continue to rebound remains to be seen.
