Unfortunately it's not that simple. If PI had been released by Katy then it would have been widely acclaimed and still smashing. Gaga hasn't been musically relevant, but also no one cares about her except the fans. Making 'catchy' music isn't even half of the 'solution.' She would have to surrender her writing and producing credits, as well as collaborate with frequent hit makers and radio darlings.
That's why she realized it's so much easier just to make music as oppose to playing catch up with her peers, which would leave a sour taste in everyone's mouth as we watch a faded star actually trying it to receive no success in the end.
If something of Joanne becomes a hit it's because it reasonsated well with the public, which is fickle and has poor taste, and not because it was crafted to be so.
