Oricon is proclaimed to be a CD sales tracking company rather than reflecting whats really popular in Japan at the moment unlike Billboard for example. I don't see them ever implementing digital sales as their whole purpose is for physical sales data only. Sad but we have recochoku and RIAJ digital certifications so it's not that bad in the end.
But people in the industry and programs like Music Station use Oricon's numbers to indicate popularity. And it's not completely right. Someone needs to speak up but that's pretty hard to do in a collectivist society...

Music Station also use to show chaku-uta charts on the show in the past but I havnt seen them do it recently. In the end artists though artists like Kana Nishino and Miliyah Kato who can't sell CD singles for their life have their true popularity reflected in the album sales charts so they do get their due eventually.
