I think it's fresh because Miley took a 100% urban producer with next to no hits and had the guts to do her comeback pop single with him. She said in an interview that she brought him into her world and he brought him into hers and I think the whole tying between pop and urban is really seamless and worked really well.
It's definitely not innovative at all but it was a cute risky idea that paid off.
Also I wanna remind everyone that Miley started working on this album with Pharrell and Hit-Boy back in 2011 when R&B/hip-hop crossover hits were definitely nowhere near as plentiful as they are right now. It really annoys me (and I saw this coming) how everyone thinks all of a sudden she's jumping on the urban bandwagon when she's been on it for a
while.
