Sorry is still at #2 (behind Adele) all around the world with no promo and no official music video. It would've been his second #1 Hot 100 debut and all he did was put the song on iTunes. So no he doesn't need all the promo/hype/exposure to sell.
We shouldn't use Justin's ability to create buzz against him though. If we look at 1D we can see that literally no one cares about them or their music outside of their core fanbase.

''What Do U Mean'' reached the summit and had already sustained longevity on the charts before his nudes surfaced on the Internet, but to them he needed the controversy and headlines to keep people interested in his music.

They're literally grasping at straws trying to find a way to discredit his success because they're threatened. Just a week ago, they were all sure that One Direction would instantly crush him and now it's not looking so easy.
