Having it in the first isn't that uncommon of a placement, but my Neptune is only one degree away from my ascendant, so it holds a lot of influence over me.
I don't think that's necessarily true. No matter what your sun sign is, the closer a planet is to one of your chart's four main angles (ascendant, descendant, midheaven, I.C.), the more weight it will bear in your life. The same goes for planets that are heavily aspected in your chart - they are slightly more important.

I haven't encountered many in my personal life, but I did have one as a roommate. He was pretty laid-back, approachable, and non-confrontational, but I also found him to be a hedonist. He was completely simple-minded and would go on and on about the same topics that were of interest to him, often lacking the social graces to know when to be considerate and stop.

Well you'd need to give more information than that for someone to attempt to read you in-depth, but I do know that there's a mess of planets in Gemini right now. They're most likely affecting your sun and 12th house.

Since Libra is an air sign, Librans can be somewhat detached and calculating at times.
