I don't think Janet was ever really local, per se; her music simply didn't appeal to the rest of the world to the extent that her peers' music (i.e. Whitney, Madonna) did.

Janet's music is rooted in rnb..but she's done it all..and wrote a rock oriented song that topped the rock charts(all by herself). Her music transcends genres..what most of these new generation artists haven't done.
