I agree with him. Labels are too quick to put all of their support behind one artist as opposed to at least a small group of artists. This is why I find labels with only 10 - 12 signed artists better, as they support everyone and they all help each other.
I've had a feeling this might be the case for a while. I mean, do you notice how Gaga has a different elaborate stage for every single performance she gives? Most artists take around the same set and perform on it for months at a time, and some artists don't even get a set, just a microphone and some instruments. But Gaga always has these huge elaborate stage designs, even for the smallest television appearances. I thought that maybe she paid for some of it out of her own pocket, because I figured there's only so much that Interscope is willing to pay, but I guess any time Gaga needs more money, they just cut an act at the bottom of the totem pole. I think it's kinda frivolous spending, to be honest.
It's absolutely HILARIOUS . Anyway, I don't blame them, some artists pull huge numbers with exorbitant amounts of marketing so labels can focus on other artists. Some labels clearly don't have that luxury.
I wouldnt be surprised if this happens all the time though. If you expand the budget and focus on to one star then you will have to make necessary cuts on others. Im sure in the rise of Britney, Christina, Beyonce, Katy, Rihanna, etc. each of the record labels had to make decisions on letting people go in order to make more room for these artists.

I wonder if Stefani got cut from Def Jam to open up more money for Good Girl Gone Bad It's a possibility!
I was reading back a few days ago that Virgin Records and Sony got a lot of heat for their huge record deals with Janet and Michael back in the 90s (Janet - $40mil, Michael - $65mil). Some people felt spending that much money on one artist was bad for the music industry because it discouraged finding fresh, new acts. So you're right that pretty much everyone's career has been built on the failures of others. It's tough, but that's show business.
Isn't that what happened to her though? I'd guess so. They dropped the weird chick in the weird clothes to pay for Rihanna's weave and nasty body paint in Umbrella.
