It's like saying that "3" was bigger than "Bad Romance" just because the latter never was #1 and "3" was.

We have no idea which made a bigger impact. U can't measure that. For starters in The Lightning Theif casino scene they play Tik Tok and Poker Face and in the Bounty Hunter casino scene they also play Tik Tok! And at the end they play Drug. Tik Tok was a much more listenable song!
