i don't think ya'll are getting it.. these will be near accurate even by billboard
12533 is the total capacity for one night. 16040 is the total attendance over both nights, 12533 x 2= 25066, of which 16040 is 64%

What makes it look unreal is how could she sell 12k tickets for the first night and only 4k tickets for the second night?
Just imagine how a 14k capacity arena would look with only 4k people in it.

That's not unusual, the 87% attendance doesn't set the precedence of the tour.
I do think there is something a bit off about the numbers, they may revise them. Pollstar is usually very accurate

They made a mistake for Belfast because the two shows are counted. The Odyssey Arena has a capacity of between 9,000-10,000 for end stage concerts.
However, the boxscores are awful ... Selling 10,671 per night when the capacity is 16k is not good at all
Now, I'm sure Birmingham numbers are real...

This is not so bad, but this is not good. The Phones 4u Arena has a capacity of at least 15.5k.
She sold 15,429 tickets in Manchester with her last tour, and now she's doing less than 11k. 25k have been put on sale, which means that even not all the tickets have been put on sale.
I'm sorry, I like Katy, but this is not perfect.

That would mean 27.5K and 2.35M in 2 dates.
